SERVICE CENTRE FOR DA NANG FOREIGN AFFAIRS
BRIEF OF THE HISTORY OF ESTABLISHMENT AND DEVELOPMENT

On 26th June 1997, the contemporary People’s Committee of Da Nang City issued Decision No. 1805/QĐ-UB regarding the establishment of the Da Nang Translation Centre belonging to the Foreign Affairs Division, the City People’s Committee Office. The Da Nang Translation Centre shall take responsibility of proposing advices and assisting the Foreign Affairs Division in translation of various documents, projects, invitation letters, etc. before submitting to the City People’s Committee for consideration; cooperating in training professional interpreters for Da Nang City in order to meet the City’s demand on foreign relation cooperation.

On 20th March 1998, the Da Nang People’s Committee issued Decision No. 1431/1998/QĐ-UB on changing the name of the Da Nang Translation Centre into the Service Centre for Da Nang Foreign Affairs (transaction name: SCEDFA), belonging to the Department of Foreign Affairs. In addition to the functions and duties nominated in Decision No. 1805/QĐ-UBND, SCEDFA would implement the following assignments:

- Cooperate with competent authorities to recruit, organize training and provide Vietnamese laborers working for diplomatic agencies (Consulates), international organizations, non-governmental organizations (NGOs) and representative offices operating in Da Nang City;

- Implement the management and organize specific training courses for these laborers;

- Preside over and organize international meetings and conferences for external organizations and individuals with the Vietnamese ones in Da Nang City;

- Carry out foreign relation services as permitted by law as required by international organizations and individuals in Da Nang City.

On 28th December 1998, the Ministry of Foreign Affairs issued Decision No. 1973/QĐ-BNG on authorizing SCEDFA to carry out the assignment on providing Vietnamese laborers working for external organizations and individuals based on Government Decree No. 85/1998/NĐ-CP dated 20th October 1998 in 14 provinces and cities of the Central Highlands from Quang Tri to Ninh Thuan. On 23rd March 1999, the Da Nang People’s Committee stipulated this task for SCEDFA as stated in Decision No. 41/1999/QĐ-UBND.

On 26th June 2008, the Da Nang People’s Committee issued Decision No. 5092/QĐ-UBND on supplementing SCEDFA’s tasks to diversify the services, including: Event organization; overseas study consultancy; supply and management of Vietnamese laborers working for external organizations and individuals as regulated by law.

On 5th December 2011, the Da Nang People’s Committee issued Decision No. 10433/QĐ-UBND on supplementing the task of translation and interpretation in dealing with legal cases having foreign elements for SCEDFA.

On28th July 2014, the Government promulgated Decree No. 75/2014/NĐ-CP stipulating the details on implementing a number of articles of the Labor Law related to the use and management of Vietnamese laborers working for external organizations and individuals in Viet Nam (replacing Decree No. 85/1998/NĐ-CP dated 20th October 1998). To implement this Decree in 14 provinces and cities of the Central Highlands, SCEDFA continued to be authorized by the Ministry of Foreign Affairs to recruit and manage Vietnamese laborers according to Government Decree No. 75/2014/NĐ-CP dated 28th July 2014.

On 31st July 2015, the Da Nang People’s Committee issued Decision No. 5531/QĐ-UBND stipulating the functions and duties of SCEDFA. This Decision summarized all the functions and duties of SCEDFA previously until present./.
